Many of these political prisoners, primarily arrested in the 1990s and early 2000s, remain behind bars without any hope of release, despite Bhutan’s claims that no such prisoners exist.

At the heart of the government's strategy is the Indian Cyber Crime Coordination Centre (I4C), an attached office of the Ministry of Home Affairs, tasked with coordinating efforts to combat all forms of cybercrime, including digital arrest scams.  

One of the primary concerns raised during the meeting was the role of the Special Investigations Unit of Sri Lanka Police, which is responsible for investigating law enforcement officers accused of torture and enforced disappearances.

Khan was sentenced to 14 years in prison last month on fresh corruption charges, a verdict he dismissed as politically motivated. His wife was also convicted and handed a seven-year sentence.

The conference aimed to identify gaps and address challenges in ensuring comprehensive facilities for PVTG communities, fostering progress through collaborative learning and the exchange of best practices.

Participants expressed appreciation for these evidence-based proposals, agreeing to review them further in the next consultation session.
