    E-Rupee Project for Food Subsidy Launched in Puducherry, Set for Nationwide Expansion

    Calling upon the spirit of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,” Minister Joshi urged citizens and stakeholders to collaborate in ensuring the widespread success of this transformative welfare mechanism.

    The Government of India has launched the Central Bank Digital Currency (CBDC)-based Digital Food Currency pilot project in Puducherry. Driven under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), this direct benefit transfer (DBT) initiative aims to transform the public distribution system (PDS) by directly issuing e-rupee tokens to beneficiaries.

    Union minister for consumer affairs, food and public distribution, Pralhad Joshi, inaugurated the pilot program on Thursday, marking a transformative milestone in India’s food security architecture. The launch event in Puducherry witnessed the presence of lieutenant governor K Kailashnathan, chief minister N Rangasamy, speaker R Selvam, and minister for public works K Lakshminarayanan, along with senior officials from the Reserve Bank of India (RBI), the department of food and public distribution, and Canara Bank.

    A Milestone Reform in the Public Distribution System

    The integration of the Central Bank Digital Currency (CBDC) into the Public Distribution System is designed to address historical challenges related to biometric authentication and electronic point-of-sale (e-POS) operational issues. Under this newly launched framework, food subsidy is credited directly to the digital wallets of the identified beneficiaries in the form of programmable digital currency (e₹) tokens generated through the Reserve Bank of India.

    These digital coupons and voucher codes can be seamlessly redeemed for the entitled quantity of food grains at authorized merchants and Fair Price Shops (FPS). Because the digital currency is programmable and purpose-bound, the subsidy can exclusively be utilized for purchasing food items, dramatically curbing the diversion of funds and ensuring real-time, traceable, and highly secure transactions.

    Union minister Pralhad Joshi emphasized that the initiative perfectly aligns with Prime Minister Narendra Modi’s vision that “every grain, every rupee, and every entitlement” must reach the rightful beneficiary. By removing middlemen and creating a fully transparent framework, the government aims to ensure that over 80 crore beneficiaries nationwide receive their rightful entitlements with maximum clarity and absolute accountability.

    Empowering Beneficiaries with Digital Welfare

    The transition from conventional bank account transfers to a robust CBDC wallet system signifies the next stage of the nation’s digital reform journey. Building upon the success of the Jan Dhan-Aadhaar-Mobile (JAM) Trinity, the e-rupee project specifically prioritises digital empowerment and inclusion. Provisions have even been made to ensure wider outreach among feature phone users, who can also effortlessly utilize the CBDC framework to secure their rations. Additionally, the system enables beneficiaries to locate nearby authorized merchant establishments seamlessly through a dedicated application.

    Speaking on the occasion, Lieutenant Governor K Kailashnathan described the day as momentous for the underprivileged and hardworking citizens of the union territory. He underscored that food is not merely a commodity but a fundamental human right, asserting the government’s unequivocal objective that no citizen should suffer from hunger. He expressed optimism that the goal to eliminate middlemen and corruption would be fully realized through this seamless delivery mechanism.

    Chief minister N Rangasamy echoed this sentiment, applauding the transparent and efficient transfer of funds. He noted that equipping the beneficiaries with CBDC wallets directly boosts their self-confidence and empowers them to manage their food requirements independently. With the central government’s financial backing and the union territory’s provision of high-quality rice, the immediate food security needs of the poorest segments are being effectively addressed.

    Economic Impact and Nutritional Security

    The PMGKAY stands as the largest food security programme globally, offering not just wheat and rice, but also millets to strengthen nutritional security. The sheer scale of this initiative has historically played a vital role in poverty alleviation. During his address, minister Pralhad Joshi highlighted records from international organizations indicating that an impressive 25 crore people have been lifted out of multidimensional poverty over the last 11 years.

    Furthermore, recent surveys reveal a striking 50 per cent drop in household expenditure on food, directly resulting from the free food grains provided by the union government and supplementary distribution by the UT of Puducherry. Because families no longer need to spend their primary income on basic staples, they are diverting these savings toward other nutritious commodities like milk and vegetables. This shift not only combats hunger but actively fosters a healthier, more skilled population ready to contribute to India’s growing economy.

    To ensure the quality and correct quantity of distributions, the government has integrated an innovative feedback loop using artificial intelligence. Approximately 20 lakh calls are made every month to beneficiaries to gather authentic on-ground feedback regarding the PMGKAY program, showcasing a highly responsive and citizen-centric governance model.

    Roadmap for a Nationwide Rollout

    The ongoing digital transformation of India’s food security ecosystem has been years in the making. Past initiatives, including the end-to-end digitization of ration cards, nationwide portability under the One Nation One Ration Card (ONORC) framework, deployment of e-POS devices for Aadhaar-enabled authentication, and data-driven validation through the Rightful Targeting Dashboard, have laid a solid foundation. Digital supply-chain optimization through ‘Ann Chakra’ and grievance redressal mechanisms like ‘Ann Sahayata’ prepared the groundwork for the e-rupee’s integration.

    While the programme’s initial pilot was successfully tested in Ahmedabad, Gujarat, the recent implementation in Puducherry serves as a critical stepping stone for its broader execution. Following a deep analysis of the outcomes from the Puducherry pilot, the CBDC-based PDS model will be systematically expanded to Chandigarh and Dadra and Nagar Haveli. Eventually, the union government plans to roll out the e-rupee food subsidy distribution across all states and Union Territories in India.
