India’s Skill Revolution: Transforming Lives and Empowering Millions Through Targeted Training and Artisan Support in 12 Years of Garib Kalyan Focus.
In a powerful address highlighting the government’s unwavering commitment to inclusive development, PM Modi underscored how initiatives under India’s Garib Kalyan framework have not only alleviated poverty but also fostered a new middle class, enabling millions to contribute meaningfully to India’s growth story.
He noted that over 25 crore people have successfully moved out of multidimensional poverty, attributing this success to targeted interventions in healthcare, housing, financial inclusion, sanitation, clean water, and food security.
“Gareeb aur vanchit ke utthan ka sankalp, Sabka Saath, Sabka Vikas ka mantra hai. Gareeb Kalyan, Gareeb ki seva uske jeevan mein behtari – yeh hamari sarkar ki sabse badi prathmikta rahi hai,” he said. (The resolve to uplift the poor and the deprived is the mantra of ‘Together with all, Development for all’ (Sabka Saath, Sabka Vikas). Welfare of the poor, service to the poor, and bringing improvement in their lives – this has been the biggest priority of our government.)
Prime Minister Narendra Modi emphasised while reflecting on 12 years of transformative governance focused on the welfare of the poor and human empowerment.
In a series of posts on X, the Prime Minister shared:
“Over the last 12 years, India has witnessed many transformations and at the core of these changes is the welfare of the poor and downtrodden. We have always been inspired by Antyodaya and our effort has always been to ensure that the benefits of development reach those who were left behind for decades. From Jan Dhan accounts and Direct Benefit Transfer to Swachh Bharat, PM Awas Yojana, Jal Jeevan Mission, Ayushman Bharat and more, every initiative has been driven by a simple objective of ensuring people have dignity and opportunity.
A Decade of Empowerment: From Welfare to Workforce Readiness
The PIB backgrounder, titled “Empowering the Poor: A Decade of Inclusive Transformation,” complements the Prime Minister’s vision by detailing the tangible outcomes of these efforts. Over the past 12 years, sustained public interventions have dramatically expanded access to essential services, reducing deprivation across underprivileged households, the PIB handout says. Rural tap water coverage has surged from 3.23 crore households in 2019 to 15.84 crore by May 2026 under the Jal Jeevan Mission. Similarly, the construction of over 12 crore toilets under Swachh Bharat has restored dignity to millions, while Ayushman Bharat provides health coverage to vast sections of society.
Financial inclusion has been another cornerstone. With over 58 crore Jan Dhan accounts opened, direct benefit transfers have minimised leakages, enhanced efficiency, and built greater trust in governance. PM Modi highlighted how these measures have collectively empowered the poor, increasing their risk-taking capacity and enabling them to dream bigger. “Pachchees crore log garibi se bahar nikle hain aur yeh pachchees crore log ek new middle class ka hissa bane hain,” (Twenty-five crore (250 million) people have escaped poverty, and these 25 crore people have become a part of a new middle class) he stated, emphasising that democracy delivers when the poorest are lifted.
Skill India Mission: Equipping Millions for a Viksit Bharat
Central to this human empowerment narrative is the Skill India Mission, which has trained over 6 crore Indians since 2014 through a range of flagship programmes. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 alone has skilled more than 27 lakh candidates across 38 sectors, with a strong focus on emerging areas such as IT-ITeS, AI, robotics, green technologies, and advanced manufacturing.
These skilling efforts are deeply integrated with national priorities. Training programmes align with schemes like PM Surya Ghar Muft Bijli Yojana and infrastructure projects, ensuring that vocational skills translate directly into employment and entrepreneurship opportunities. The establishment of new National Centres of Excellence, international partnerships (including with Singapore), and collaborations with bodies like the World Economic Forum further strengthen India’s skilling ecosystem.
PM Modi has consistently championed skill development as a pathway to self-reliance. Under his leadership, the mission has evolved to address both traditional crafts and futuristic industries, creating a future-ready workforce capable of competing globally, the PIB backgrounder says.
PM Vishwakarma Scheme: Reviving Traditional Artisans with Modern Tools
According to the PIB, a shining example of this integrated approach is the PM Vishwakarma Scheme, launched in September 2023 with a ₹13,000 crore outlay. In just two years, the scheme has registered nearly 30 lakh artisans and craftspeople, with over 24 lakh completing basic training and significant numbers receiving modern toolkits, collateral-free loans, and digital incentives.
The scheme covers 18 traditional trades, providing end-to-end support – from skill verification and advanced training to market linkages through e-commerce platforms and exhibitions. Women artisans, particularly in tailoring and related crafts, have benefited enormously. Loans worth thousands of crores have been sanctioned, boosting productivity and preserving India’s rich heritage while integrating artisans into domestic and global value chains.
Beneficiaries have shared stories of transformation: improved product quality, better packaging and branding, and direct access to markets via platforms like ONDC, Amazon, and IndiaMART. This has not only enhanced incomes but also instilled greater confidence and dignity among traditional craftspeople.
Broader Impact: Towards Viksit Bharat
These achievements align seamlessly with the government’s vision of Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas. By combining welfare delivery with skilling and economic inclusion, India is witnessing a generational shift. Rural poverty has declined sharply, from around 26 per cent in 2012 to under 5 per cent in recent assessments, creating a more resilient and aspirational society.
Prime Minister Modi’s message is clear: when opportunities reach the last mile without discrimination, the poor become partners in national progress. As India marches towards becoming a developed nation (Viksit Bharat) by 2047, initiatives like Skill India and PM Vishwakarma are laying the foundation for sustainable, inclusive growth.
Experts and officials note that the convergence of these schemes – financial inclusion, basic services, and skill enhancement – has created a multiplier effect. Youth and artisans alike are now better equipped to seize opportunities in a rapidly evolving economy. With continued focus on emerging technologies and traditional strengths, the coming years promise even greater empowerment.
